The Love Starz can be met after reading [[Colm|Colm]]'s email, which is sent sometime after unlocking [[Tarkus]]. After reading the email go to Tavros to meet up with [[Colm]] who will take you to one of their concerts and the green room afterward for a short meeting with the pop group, after which the penthouse is unlocked.
