The idea of The Premium Breeder is that millions of [[$link-34|Rahn]], all over the universe, desire to contribute to their government's effort to repopulate the species, but are unable to find the time, money, or energy to travel all the way to the Breedwell Incubation Centre. And it's not like their going to build more state-of-the-art stations because that would be expensive. So their solution was to select a few surrogates who have proven themselves dedicated to Breedwell's mission and authorize them to go from world to world and station to station, relieving pent-up Rahn and potentially allowing themselves to be impregnated.
