The option to unlock this item first requires completing the Deepsea Quest on Uveto. Afterwards, the dialogue on Lessau's talk menu becomes available.

The item can then be acquired via the "Frostwyrm?" option of Lessau's Talk menu, from which he will give Steele a device for acquiring a fresh sample of Frostwyrm Blood. If player had agreed to be Frosty's mate, they will have the "Extract" option from her menu from which she will agree to give a sample of her blood. Return to Lessau with sample. The item will become available from Lessau after 9 in-game days.
