Found in the Farrow Facility next to the Steele Tech Probe, if you sided with Bright Water.
Can trade Chameleon Armor or External Toxin Pump to a shady merchant in Gabtown for it. One time offer.
Usage
Can be equipped as armor or be sold to a vendor for credits.
Allows for usage of weapons with Power Armor flag, without needing the Bigger Guns perk or at least 40 physique.
