A basic heat belt
An Akkadi-brand personal heating device, worn as a belt to generate a field of warmth around the user. While it won't protect from the elements per se, it will allow you to traverse extremely cold environments without too much discomfort.
Note: Heat Belts are worn in the same slot as personal shields.

Acquisition
Can be purchased from Nerrasa at The Last Chance on Uveto Station.
Usage
Can be equipped as a shield generator or be sold to a vendor for credits.
Can be given to Ula to rescue her from the cold.
