The PC will first hear of Rat's Raiders either after talking to the Rodenian Mechanic or speaking with Ardia about the Pirates. 72 hours after defeating Urbolg, an event can proc where the Korgonne Artificer will be fending them off from his workshop following a botched robbery. Only after witnessing this event will the Rat Thieves begin spawning Rarely in the Mines, and Commonly on the Foundry.
