The Treatment is something of an irregularity within the United Galactic Confederacy. A galaxy-wide ban on involuntary mind-control prevents similar perversions on other planets. The officially cited reason for this exemption dates back to New Texas' first contact with the U.G.C. hundreds of years ago during one of the first rushes, and the reasons behind that even further.
