U.G.C. diplomats were at first shocked, then pleased, then shocked before finally being pleased all over again by what they found on New Texas. It was agreed that forcing them to abandon their ways would lead to disruption on a global scale, and New Texas was allowed to continue on with the Treatment so long as it was never transferred off planet. Of course, U.G.C. scientists had to be given accumulated research data on it.
