After recruiting Anno, and she is still working for Steele Tech, ask about "Her Gun" under her "Special Gear" dialogue menu. The weapon will be added to Anno's stock permanently afterwards. This option is only available for Smuggler or a Mercenary classes. There is currently no way for a Tech Specialist to obtain this weapon.
