After the third punishment, Vark will offer you a Savicite Collar. Steele can accept or refuse the collar. If Steele refuses 3 times in a row Vark will choose to collar Steele by force. After which the Steele can decide to Leave Collar on or Toss the Collar Away. The latter of which removes Vark from the game.
